Assistance is free and confidential, and a Navigator will be present at the Outpatient Registration Desk on Tuesdays and Thursdays from 9:00 am – 4:00 pm. Appointments available, walk-ins welcome! What is Maryland Health Connection:
Maryland Health Connection is our state’s health insurance marketplace that makes it easier for Marylanders to shop, compare and enroll in quality health coverage.

- Shop, compare, and enroll in a plan that best meets you and your family’s needs
- See if you are eligible for federal tax credits and subsidies to help cover insurance costs
- Check eligibility for public health programs, such as Medicaid, for yourself or a family member

Insurance rates through Maryland Health Connection for plans during coverage year 2020 are reducing by an average of 10%.
All plans available on the health insurance marketplace are required to include the following set of core medical services:

• Emergency care | • Mental health care |
• Maternity care treatment | • Substance abuse treatment |
• Pediatric care | |
Maryland residents who do not have access to health coverage through their employer are eligible to enroll through the online portal. To access the portal go to: www.marylandhealthconnection.gov.
Maryland Health Connection has a customer service call center available Monday – Friday from 8:00 am – 6:00 pm EST with representatives standing by to answer all your health insurance marketplace and/or enrollment questions. The number for the customer service call center is (855) 642-8572.
Enrollment Resources in Cecil County
A network of consumer assistance organizations, known as Connector Entities, work in communities statewide to provide one-on-one assistance and explain the enrollment process. Cecil County’s Connector Entity is Seedco. Seedco supports two Navigators who are trained and certified to help individuals enroll in Qualified health Plans and Maryland Medicaid through the Maryland Health Connection portal.
